Who we are
Mutual societies: a modern, efficient social welfare insurance alternative
The Federació de Mutualitats de Catalunya represents and defends the interests
of mutual societies and their members in Catalonia. It currently has a membership
of 135 mutual organisations that provide insurance cover on a non-profit basis
for nearly one million people, or 17% of the population of Catalonia.
The Mutual Societies Act, 28/1991, of the Parliament of Catalonia, which is
currently in the process of being reviewed and updated, granted the Federation
general powers to represent and defend the interests of Catalan mutual societies
providing social welfare insurance services. This Act was passed in virtue of
the exclusive powers the Generalitat de Catalunya has in regard to mutual societies
operating outside the Social Security system within the bounds of mercantile law.
Objectives
Defending, promoting, helping, managing and advising mutual societies
The Federation's primary objective is to help the Catalan mutual societies to
progress by promoting and consolidating them as a competitive and efficient provident
insurance option and as an organisational model that complements the productive
economy and the public systems of social protection.
ð Championing and promoting mutual societies and voluntary social security provision
before society and the government.
ð Fostering relations and co-operation among mutual societies.
ð Collaborating with public and private-sector organisations.
ð Providing technical and administrative help to enhance the smooth running and
viability of the Federation's member associations.
ð Upholding and preserving mutual society members' rights in accordance with
the applicable legislation.
ð Covering risks and contingencies in the ways and modalities permitted by current
legislation.
ð Reinsuring risks taken by social welfare mutual societies.
ð Processing statistical and accounting data.
ð Carrying out studies, publishing articles, issuing promotional material and
spreading information on voluntary social security provision.
ð Setting up conciliation and arbitration systems.
ð Providing common financial services for the mutual societies belonging to
the Federation.
ð Making agreements and contracts with public and private sector organisations
for the benefit of the mutual societies belonging to the Federation and their
members.
History
Over 100 years in the service of mutual societies
The Federació de Mutualitats de Catalunya was set up on 15 April 1896 under
the name of "Unión y Defensa de montepíos de la provincia de
Barcelona y sus afueras". The Federation has remained faithful to the founding
spirit of this organisation: the representation and promotion of social welfare
provision.
What happened in Spain and Catalonia...
Royal Order of 1839. Expressed the will to foster existing mutual societies
and promote the creation of others.
Royal Order of 1853. Prohibited the setting up of "mutual insurance"
societies without prior authorisation from, and inspection by, the government.
Associations Act 1887. Classified mutual societies and mutual organisations
as a form of association.
1900. First forerunner of the Public Social Security System in Spain with the
passing of the Accidents at Work Act.
From 1913 to 1923. Several attempts were made to set up a Catalan security, work
and savings foundation, but the coup by General Primo de Rivera put paid to all
hopes on this score.
1918. The Federation changed its name to "Federación de Sociedades
de Socorros Mutuos de la Provincia de Barcelona".
1919. First compulsory social insurance scheme. Only covered the contingency of
old age for employed workers.
1931 Constitution and the Autonomy Statute. Recognised Catalonia's exclusive powers
and responsibility in regard to mutual societies.
1934 Act. Established the bases for co-operatives, mutual societies and farmer's
unions. Dedicated a specific chapter to the Federation.
1935. The Federation spread to the whole of Catalonia and became known as the
"Federación de Sociedades y Socorros Mutuos de Cataluña".
When the Mutual Societies of Catalonia Act was passed, it changed its name to
"Federació de Mutualitats de Catalunya".
July 1936. The military uprising caused a profound institutional crisis. The Catalan
mutual societies had great difficulties in coping with the upheavals of the
Civil war. Following the war, the Federation adapted to the new political regime
and adopted the name of "Institución Sindical de Mutualidades".
1941. First law on mutual societies covering the whole of Spain.
1942. First public sickness benefit insurance scheme. Did not cover self-employed
workers.
1979. The Statute of Autonomy gave the Generalitat de Catalunya exclusive powers
over mutual societies outside the Social Security system within the bounds of
mercantile law.
Law 33/1984. This Private Insurance Act included mutual societies among insurance
organisations for the first time.
1989. The Spanish Constitutional Court delimited the scope of the Catalan government's
powers in regard to mutual societies, restricting its exclusive powers essentially
to regulating these organisations' social regimes.
Law 28/1991. The Mutual Societies Act, passed by the Parliament of Catalonia,
which is currently in the process of being reviewed and updated, gave a boost
to Catalan mutual societies providing social welfare insurance services.
Law 30/1995. The Private Insurance Regulation and Supervision Act introduced three
new features. It made membership of mutual societies voluntary, recognised mutual
societies as the only alternative to the Special Regime for Self-employed Workers
and instituted a tax discount scheme based on taxable personal income.
Organisation Chart
General Meeting
This is the sovereign body of the Federation and consists of all the mutual
societies belonging to it.
Governing Council
Its function is to govern, manage and administer the Federation.

A representative, service-providing organisation guided by strict management principles
The ability to adapt to a highly changeable and demanding environment depends
on specialisation and the quality of the services provided.
The increasing co-operation among the Catalan mutual societies requires the
Federation to continuously develop new products and services that help to make
what they offer more uniform.
General Services
The day-to-day activity of the Federation
# Legal Services.
From supporting the political and strategic activities of mutual societies to
providing customised advice to the Federation's members, the legal service is
one of the Federation's key functions.
# Administrative and IT Services.
Technical support to ensure the smooth running and viability of the Federation's
member organisations.
# Arbitration Services.
The conciliation and arbitration service allows conflicts arising out of the insurance
relationship between the organisations and their members to be settled efficiently
with the maximum possible procedural guarantees.
# Actuarial Services.
The Federation has been a ground-breaker in incorporating professional actuarial
services in the insurance sphere.
# Social Welfare Insurance R+D Services.
The development of new products and services in the Federation's different fields
of operation.
Social Welfare Insurance Services
An organisation providing social protection services
The Federation provides for risk and contingency cover in the ways and modalities
permitted by current legislation and the re-insurance of risks incurred by social
welfare mutual societies.
# Refugi Mutual.
The Federation's social protection body. It carries out voluntary social protection
and advisory activities aimed at preserving mutual society members' entitlement
to certain benefits when such entitlement is limited or harmed by the disappearance
of the mutual society to which they belong.
# Mutual Reinsurance.
The Federation's main economic activity. It fosters the balanced development of
the mutual societies, particularly in regard to the provision of new benefits.
It makes available a statistical database for determining the overall frequency
of accidents across the whole of the mutual societies' membership. It enables
societies to cope better with the sector's specific risks and make their contributions
more competitive.
Consultancy
Fostering the good running of the sector
Encouraging the setting up of new companies with mutual society control, guidance
and advice operating in complementary areas and supporting the mutual societies'
work. Providing support to their various different activities by carrying out
studies, issuing publications and, in general, promoting and publicising voluntary
social security provision.
Mutual Society Membership Card
Round-the-clock mutual insurance protection
The Mutual Society Membership Card is the result of the collaboration between
the Federation and Interpartner Assistance. It includes a package of services
designed to protect insured members of a mutual society belonging to the Federation
and their employees. Originally conceived as a travel assistance project, its
excellent reception, the good service provided and the need to adapt to the demands
of those insured have led to the cover being broadened out with the addition of
a wide range of schemes.
# Travel Assistance.
A 24-hour permanent assistance service while travelling in any country in the
world and, within Spain, anywhere outside a 25-kilometre radius of the insured
party's habitual place of residence.
# Home Assistance.
A 24-hour permanent assistance service in the event of problems in the insured
party's home.
# Teleassistance.
A remote alarm device installed in the insured party's home connected 24 hours
a day to a central office that arranges medical assistance, ambulance, information
to relatives or other urgent actions.

Related Organisations
An area providing complementary and support services for mutual societies
The Corporacions are new companies that have grown out of the Federation. They
are markedly mutual-aid controlled and oriented and supplement the services offered
by the different mutual societies belonging to the Federation.
CORPORACIÓ D'ASSEGURANCES MUTUAL
This is the Federation's brokerage. It functions as an agent contracting insurance
cover that mutual societies are unable to provide themselves due to legal restrictions:
vehicle insurance, multi-risk home insurance, multi-risk business insurance and
insurance for residents' associations.
CORPORACIÓ HIPOTECÀRIA MUTUAL
This company acts as a building society providing the best terms and conditions
for financing the purchase of a house or professional office for mutual society
members only.
The Federation belongs to several organisations that group together mutual societies
on different territorial bases.
CONFEDERACIÓN ESPAÑOLA DE MUTUALIDADES
The body representing mutual societies throughout Spain.
ASSOCIATION INTERNATIONALE DE LA MUTUALITÉ
The AIM groups together non-profit making social welfare insurance organisations
on an international scale.
PREVISIÓ MUTUAL
This is the mutual society that grew out of the Federation. It was set up in
1987 on the basis of the Federation's direct benefit service, with over 50 years'
experience behind it.
Previsió Mutual creates many benefit products that are then incorporated
into the mutual societies' coverage schemes.
Previsió Mutual developed the first Catalan mutual retirement savings product
with an individual capitalisation financial regime.
